Our Verdict: Upgrading from HD 7990 to GTX 1070 is not recommended as it is less than 30% of improvement in performance. In general, a reasonable upgrade is between 30% and 50% or more to justify the purchase of new hardware. The price/performance ratio is much better for GTX 1070 .

NVIDIA GeForce GTX 1070

The GTX 1080 might be the high-end flagship of the latest Pascal set of graphics cards, but their prices keep them out of the reach of most mid-range PC gamers. On the other hand, the GTX 1070 is closer to being reasonably affordable at a price tag of $ 399. The good news is, with the release of the GTX 1070 Ti, the GTX 1070 's price is getting more discount.

NVIDIA ’s xx70 cards have always been defined by mid-range prices with performance that knocks on the door of high-end graphics cards – especially when overclocked. After taking the time to fully test the Pascal graphics card inside the GTX 1070, we can say without a doubt that it continues the trend. The GTX 1070 has 8 GB RAM compared to the GTX 970 's 4 GB video memory.

In our synthetic benchmarks, the GTX 1070 blows past the GTX 970 and, amazingly, even the GTX 980 as well. Unfortunately, gaming performance was not quite as impressive. Even if the GTX 1070 consistently delivers frame rate increases over the GTX 970, the gain is not much to justify an upgrade.

For 1080p Full HD, we were able to play Anthem, Need For Speed: Heat, Shadow of the Tomb Raider, Just Cause 4, Gears of War 5 at 64 fps to 75 fps and kept frame rates hovering around 71 fps. For 1440p Quad HD, we were able to play GreedFall, Hitman 2, Call of Duty: Black Ops 4, F1 2019, World War Z at 61 fps to 68 fps and kept frame rates hovering around 65 fps.

AMD Radeon HD 7990

The HD 7990 is much more expensive than the HD 6990 as it costs a whopping $ 999. Compare this to the HD 6990, which came originally at a price of $ 699. Meanwhile, the NVIDIA closest equivalent card is the GTX 690 which costs $ 999. The HD 7990 has 3 GB RAM compared to the HD 6990 's 2 GB video memory.

Unfortunately, gaming performance was not quite as impressive. Even if the HD 7990 consistently delivers frame rate increases over the HD 6990, the gain is not much to justify an upgrade. Whether it is a justifiable upgrade depends on what graphics card you are upgrading from. Users with a HD 6990 will not see a remarkable increase in frame rates after paying more for this HD 7990. Similarly, those holding onto GTX 690 's GTX 590 graphics cards will not have a reason to jump teams yet.

For 1080p Full HD, we were able to play F1 2019, Apex Legends, World War Z, Call of Duty Modern Warfare, Resident Evil 2 at 61 fps to 75 fps and kept frame rates hovering around 68 fps.

It is clear that the GTX 1070 is a significantly more capable high-end card that can play AAA titles at 1080p/1440p with 50-60 frames per second. In terms of memory, the GTX 1070 's 8192 MB RAM is more than enough for modern games and should not cause any bottlenecks. In short the performance is exceptional, there's no question that this is one of the most powerful single GPU out there in 2016 .

AMD Radeon HD 7990 / i7-3770K

In terms of cost, pricing clearly is a genuine issue here and the price of HD 7990 is simply ridiculous. At 1440p, HD 7990 can hit 50-60 fps on pretty much everything at ultra, just without antialiasing, less ambient occlusion and turned down shadows. It is worth noting that the HD 7990 is a very power hungry card and requires a decent power supply unit. This combination between HD 7990 and Intel Core i7-3770K @ 3.50GHz has less than 8% bottleneck in many games and is perfect match to avoid FPS loss. With current 3072 MB RAM, the HD 7990 can have very few memory-related bottlenecks in more modern games.
