the psu is only 240 watts can it handle a 750 ti? and if so can I upgrade overtime with other parts?

Those (2)+12v rails combined are good for 240W (probably more, in reality). That is easily enough for the GTX 750 Ti and even the GTX 1050 Ti if you get one that is not factory OC'ed and has no 6-pin requirement.

I have a GTX 1050 Ti running in my Optiplex 790 SFF on a PSU that only has a single 17 amp +12v rail.

The i3s are basically the same. In games that those cards can handle, I'd rather have the 750 Ti. It's an actual gaming card, whereas the 1030 is really an integrated graphics replacement.

Just don't be unrealistic in your expectations. Neither of these computers is entry level for gaming, much less mid range. A quad core with GTX 1050 would be entry level, these computers are a notch below that. Even so, there are still a lot of games you will be able to run and enjoy.

I can get both at the same price so which one will be better for my dell optiplex 760.

Used Asus gtx 750 ti 2gb oc
Brand New Gigabyte GT 1030 2gb low profile

I'm leaning towards 1030 but I'm a noob so here I am. My specs are as follows

q9300 processor
4gb ram
255w standard dell power supply

The games I would be playing would be Witcher 2, Mass Effect Trilogy, Assassin's Creed Black Flag. Thanks in advance, guys.

your current PSU might blow up with almost any dedicated GPU. if you arent going to get a new PSU go with the GT1030, it only used 30w compared to the 750ti's 60w.

I have the HP PRO 3500 MT with the fellowing specs :
4gb RAM DDR 3
500 GB HDD
CORE I5 3700K
300 W PSU
GT 520 2GB DDR 3
And the motherbord is hp 3500 series with a pc-i express 1.0 .i am really confused which one is better , is it the gt 1030 or the gtx 750 ti , the gt 1030 is way cheaper and seems to perfrom as good as the gtx 750 ti . if i get the gt 1030 will it work well on my pc .?? And how much performance am i going to loose for setting the gt 1030 on a pc-i express 1,0 ... PLS HELP ME IT'S URGENT MATTER . Any help would be appreciated.

according to GeForce : GT 1030 or GTX750TI requires 300w PSU so both can run, both use PCIE 3.0 which can be compatible backwards (in theory)
my first question is is your bios UEFI or old style non graphical bios?
if the later chances are the GT 1030 will run and the 750ti wont. but it is a bit of a guessing game to be honest has many will say yes it runs and other have failed to get the 750ti to run on it.

the gT 1030 isn't a gaming card per say and will not perform in gaming environment as well as the 750 ti.

750ti has faster memory bus 128bit vs 64bit
750tiu has more bandwidth 86.4/GBs vs 48 Gb/s
750ti supports GLP 4.4 vs Not on 1030

so 750ti is a better card for gaming, if that is a better card.
