The price/performance ratio is excellent for RX 580 against the competition in budget mid-range cards. In terms of memory, the RX 580 's 8192 MB RAM is more than enough for modern games and should not cause any bottlenecks.

What's your definition of a bottleneck? If it's to the point where the computer won't run, then sure the i5-4570 won't bottleneck a 1080ti. However, a 1080ti will be slowed by that cpu when compared to a more powerful cpu.....so that's a bottleneck.
Would I recommend a 1080ti with an i5-4570? Hell no, it's just a waste of money as you'll never get full performance from it. The RX 580 is about right, some games will be cpu limited and other gpu but overall they are well matched.

Agree, 580. Unless your into modding games with lots of textures the extra 4gb on the 570 is pointless, its more marketing than a useful feature.

Not a chance. There's a lot more to the cards than just processor and memory clocks. The 570 has less cores, less compute units, smaller cooling ability, lower clocks on memory and processor, same pcie buss, but smaller bandwidth. You could jack the speeds through the roof, but at the end of the day, the 580 simply has more horsepower.
