i would go for the rx 480, but if you cant I would go with the rx 470. the 960 is last gen tech and amd Polaris is much newer technology and has much better dx 12 support. The rx 470 also should be a bit faster than the 960, and the 480 is way faster/better than the 960(the rx 480 is 970 level performance). also I doubt they will make an 8 gig rx 470, it will most likely just be 4 gigs and no other vram option. if you want an 8 gig card go with the rx 480 8 gig, even if they do make an rx 470 with 8 gigs, it will most likely be too weak to realistically utilize than 4-6 gigs under normal circumstances.

will it cause a bottleneck

The best would be probably GTX 1060.
If your CPU is overclocked, there will be no major "bottleneck" and "bottlenecks" are not damaging parts. It just means that there is something limiting application performance to some degree.

I found a 4gb msi rx 470 for 0 on Newegg with rebate. Should I upgrade to RX 470 or get RX 480? What is the performance difference? I've seen it be anywhere from 3-5 fps but do you guys have any experience because 0 vs 0 is a huge difference for me if it's just going to be 5-10%.

The RX 480 4GB for 0 is a better bang for your buck and a more significant upgrade from your 960. The RX 470s are too close in price to the RX 480 4GB and 1060 3GB for me to recommend them to people.
